RESOLUTION NO. 1208


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO PROVIDING FOR ADDITIONAL RESTRICTIONS ON THE HOURS FOR WATERING OF LAWNS AND OTHER VEGETATION

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, that:

Paragraph 1 of Resolution No. 1202 is superceded as follows:

1 a. Effective September 9, 2002, watering of lawns and other vegetation is restricted as follows: House and other street address numbers ending in an even number are allowed to water on Sunday, Wednesday, and Friday. House and other street numbers ending in an odd number are allowed to water on Tuesday, Thursday, and Saturday. Watering hours on allowed days shall be limited to between 6:00 P.M. and 7:00 P.M. No watering is allowed on Mondays.

b. Effective October 1, 2002, no lawn watering shall be permitted. Outdoor watering of other vegetation shall be limited as follows: House and other street numbers ending in an even number are allowed to water on Sunday only between the hours of 5:00 P.M. and 6:00 P.M. House and other street address numbers ending in an odd number are allowed to water on Saturday only between the hours of 5:00 P.M. and 6:00 P.M.

c. Those with automatic sprinkler systems shall also be required to adhere to these restrictions. These restrictions shall be applicable to all City water customers, city and rural, residential and commercial.

RESOLUTION NO. 1202


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, CHANGING THE HOURS FOR WATERING OF LAWNS AND OTHER VEGETATION

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, that:

Paragraph 1 of Resolution No. 1198 is superceded as follows:

1. Watering of lawns and other vegetation is restricted as follows: House and other street address numbers ending in an even number are allowed to water on Sunday, Wednesday, and Friday. House and other street address numbers ending in an odd number are allowed to water on Tuesday, Thursday, and Saturday. Watering hours on allowed days shall be limited to between 6:00 P.M. and 8:00 P.M. No watering is allowed on Mondays. Those with automatic sprinkler systems shall also be required to adhere to these restrictions. These restrictions shall be applicable to all City water customers, city and rural, residential and commercial.

This Resolution shall take effect on August 19, 2002. Prior to that date, Resolution No. 1198 shall remain in full force and effect.

RESOLUTION NO. 1198


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, FURTHER MODIFYING RESTRICTIONS FOR WATERING OF LAWNS AND OTHER VEGETATION

WHEREAS, on May 21, 2002, the City Council adopted Resolution No. 1195, placing restrictions on the use of water; and

WHEREAS, on June 18, 2002, the City Council adopted Resolution No. 1197, which imposed more severe restrictions on the use of water; and

WHEREAS, while the watering restrictions imposed by the two resolutions have resulted in a significant reduction in water use, continuing severe drought conditions necessitate more severe restrictions on water use.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, that:

Paragraph 1 of Resolution No. 1197 is superceded as follows:

1. Watering of lawns and other vegetation is restricted as follows: House and other street address numbers ending in an even number are allowed to water on Sunday, Wednesday, and Friday. House and other street address numbers ending in an odd number are allowed to water on Tuesday, Thursday, and Saturday. Watering hours on allowed days shall be limited to between 7:00 P.M. and 9:00 P.M. No watering is allowed on Mondays. Those with automatic sprinkler systems shall also be required to adhere to these restrictions. These restrictions shall be applicable to all City water customers, city and rural, residential and commercial.

RESOLUTION NO. 1197


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, MODIFYING RESTRICTIONS FOR WATERING OF LAWNS AND OTHER VEGETATION

WHEREAS, on May 21, 2002, the City Council adopted Resolution No. 1195, placing restrictions on the use of water; and

WHEREAS, such restrictions did not adequately reduce water usage; and

WHEREAS, more severe restrictions on watering of lawns and other vegetation are required to adequately reduce water usage.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, that:

Paragraph 1 of Resolution No. 1195 is superceded as follows:

1. Watering of lawns and other vegetation is restricted as follows: House numbers ending in an even number are allowed to water on Sunday, Wednesday, and Friday. House numbers ending in an odd number are allowed to water on Tuesday, Thursday, and Saturday. Watering hours on allowed days shall be limited to between 6:00 A.M. and 8:00 A.M., and 7:00 P.M. and 9:00 P.M. No watering is allowed on Mondays. Those with automatic sprinkler systems shall also be required to adhere to these restrictions.

2. All other provisions of Resolution No. 1195 shall remain in full force and effect.(See Below)

RESOLUTION NO. 1195


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, PLACING RESTRICTIONS ON THE USE OF WATER

WHEREAS, the Front Range region of Colorado, including the City of Trinidad and surrounding areas is currently experiencing drought conditions; and

WHEREAS, as a result of drought conditions, consumption of water by customers of the City of Trinidad’s Water Utility is currently exceeding water resource supply by a ratio of greater than two to one; and

WHEREAS, if this trend were to continue over the course of several months the City’s water supply would be depleted; and

WHEREAS, the City is therefore now experiencing a period of water shortage and scarcity, and there is insufficient water to provide for users both within and without the City’s corporate limits at the current rates of consumption; and

WHEREAS, in the case of water shortage or scarcity, the City Council may by resolution place any restrictions which it deems necessary upon the use of water for irrigation or sprinkling purposes; and

WHEREAS, in case there shall be insufficient water to provide for users both within and without the corporate limits, the City may reduce, curtail or shut off the users outside the corporate limits during such period of water shortage or scarcity.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TRINIDAD, COLORADO, that:

The City Council hereby imposes the following restrictions on water usage to take effect immediately:


1. Watering of lawns and other vegetation is restricted as follows: House numbers ending in an even number are allowed to water on Sunday, Wednesday, and Friday. House numbers ending in an odd number are allowed to water on Tuesday, Thursday, and Saturday. No watering shall take place between 10:00 A.M. and 4:00 P.M. on any day. No watering is allowed on Mondays.

2. Sprinklers shall be set so that water does not fall on hard surfaces such as sidewalks or driveways. Sprinklers shall not be in operation during those times in which no one is at home.

3. Washing vehicles at home must be done with a bucket and a quick shut-off type nozzle at the end of the hose.

4. Water shall not be used to wash down driveways and sidewalks.

5. No restaurant, hotel, café, cafeteria or other public place where food is sold, served or offered for sale, shall serve drinking water unless expressly requested by a patron. The establishment shall display a notice to that effect.

6. Volumes of water drawn from the Valdez water dispensing station and the Trujillo water dispensing station shall be limited in quantity. Water drawn over that quantity shall be subject to a higher rate or charge.

7. No additional or new rural or extra-territorial water taps shall be granted or authorized. This restriction shall not apply to pending water tap requests.

8. All extra-territorial water customers, including but not limited to, water association, homeowners associations, and individuals, shall reduce water consumption by a minimum of ten percent.

9. If, at some point in the future, City Council determines that such water shortage and scarcity no longer exist, its may by motion end these restrictions.
